A central theme was the changing role of the U.S. in the global system and the implications for Europe. After decades of operating within a stable U.S. alliance, Europe is now reassessing long-standing assumptions around security, policy, and strategy. While any adjustment is likely to unfold slowly and in fits and starts, the direction of travel points to a more fundamental shift in how Europe approaches long-term strategic decisions.
